The problem we solve
A promoter setting up or expanding a unit in Chhattisgarh is usually running several workstreams at once, each with its own department, documents and deadlines. When they are planned together, the same set of papers serves the bank, the DTIC and the regulator.
Why plan these early
Several conditions are tied to dates: registration before production, in-principle approval before the relevant milestone, consent before establishment, claims within the filing window. Planning the requirements early reduces documentation gaps and avoidable delays. It cannot remove every risk, and no advisor can promise that a department will never raise a query, but it does mean that when a query comes, the answer is already in the file.

The order matters: subsidy eligibility shapes the bank proposal, approvals have to land before the milestone they govern, and the claim is built from the records the earlier stages produced.
Understand the project, investment, location, industry, proposed activity and applicable incentive categories.
Deliverable: Written first-cut eligibility note with indicative incentive estimates and the important conditions.
Prepare the DPR, CMA data, financial projections, DSCR workings, project cost, means of finance and bank proposal.
Deliverable: Project documentation package suited to the proposed financing and applicable requirements.
Identify and coordinate applicable Udyam, DTIC, pollution control, factory licensing and other registration or approval requirements, including in-principle approval where applicable, before the relevant milestone.
Deliverable: Project-specific checklist and assistance with the applications and supporting documentation.
Assist with production certification, supporting records, claim preparation, filing, corrections, representations and departmental follow-up.
Deliverable: Organised claim documentation and follow-up support until the process reaches its applicable conclusion.
The exact sequence depends on the relevant scheme, law, department and project circumstances. Some approvals are required before construction, others before installation, trial production or commercial production. Read the full process.

Eligibility depends on project-specific conditions: activity, location, investment, unit type, dates and the exclusions in each policy. Incentives are not automatically combinable; some are alternatives to each other.
Pollution control approvals
Consent to Establish is needed before the unit is set up and Consent to Operate before it runs, for activities within the categories that require them. Treating these as part of the project plan, instead of a step after the machinery arrives, keeps the bank disbursement, the construction and the production date in step.
What determines the requirement
Industry category, pollution potential, capacity, location, applicable exemptions and the current rules. Not every unit needs the same approvals, and pollution control consent does not replace an environmental clearance where one is required.

Confirm before relying
Applicable legislation, rules, thresholds, exemptions and the responsible authority can change. We confirm the current requirements for the specific establishment before advising, and we do not assume every industrial business falls under the same licensing framework.

About the firm →How an engagement runs
We publish client case studies only with the client's written approval. Until then, here is the shape of a typical engagement.
You share the project outline. We confirm the policy route, the block group, the likely incentive heads and the approvals, and set out the scope and fee.
DPR, CMA data, entity papers and the registration applications are prepared from one set of assumptions, so the bank and the department see the same numbers.
Applications are tracked, queries are answered from the file, and the claim is prepared from the records the project produced along the way.
Frequently asked questions
Industrial subsidy advisory under Chhattisgarh's Industrial Development Policy 2024-30 and Logistics Policy 2025, project finance and working capital proposals, Detailed Project Reports and CMA data, central MSME scheme applications (PMEGP, CGTMSE-backed credit, Agriculture Infrastructure Fund, Udyam), pollution control consent assistance, factory licence assistance, and coordination of other industrial permissions. The firm also helps with entity structuring and registrations for the project.
New and expanding manufacturing units, eligible service enterprises and logistics facilities located in Chhattisgarh may qualify, depending on the activity, the block where the unit is located, the investment in plant and machinery, the unit type and the policy's exclusion list. Some activities are ineligible in certain block groups. Eligibility is confirmed only after a project-specific check and, where needed, written confirmation from the District Trade and Industries Centre (DTIC).
Yes, new units are the main beneficiaries of the state policy, subject to activity, location and investment conditions. The timing matters: registration with DTIC and, where applicable, in-principle approval are expected before commercial production starts. Units that commence production first and plan the application later often find that the available options have narrowed.
Several incentives are tied to dates: the date of registration, the date of in-principle approval, the date of commercial production and the period within which claims are filed. Checking eligibility early allows the entity structure, the land documents, the bank proposal and the production timeline to be aligned with the conditions, instead of discovering a gap after the unit is already running.
Under IDP 2024-30 an eligible unit elects one of two routes. The Fixed Capital Investment (FCI) subsidy is a grant calculated on eligible fixed capital investment. Net SGST reimbursement returns the state GST actually paid in cash on eligible sales over a period. The two are mutually exclusive and the election is made once. For most B2B manufacturers the FCI route is the realistic one; for consumer-facing units with in-state sales the SGST route can be worth comparing. We prepare a year-wise comparison before the client commits.
Typically: promoter KYC and net-worth statements, the entity's constitution documents, land papers or allotment letter, quotations for plant and machinery, building estimates, the Detailed Project Report with projections, CMA data for working capital, existing financials for expansion cases, and the registrations the bank expects (Udyam, GST and so on). The exact list depends on the lender and the facility.
A Detailed Project Report is the document that describes the project: promoters, product, process, location, capacity, project cost, means of finance, implementation schedule, and projected financial statements with ratios such as DSCR. Banks use it to appraise a term loan; departments use it for land allotment and incentive applications.
Credit Monitoring Arrangement data is the set of financial statements and projections in the format banks use to assess working capital limits: operating statement, balance sheet analysis, current assets and liabilities, calculation of maximum permissible bank finance and fund-flow statement, usually for two past years, the current year and projected years.
Debt Service Coverage Ratio compares the cash available to service debt (profit after tax plus depreciation plus interest on term loans) with the debt service due (interest plus principal instalments) in a year. Banks look at year-wise and average DSCR to judge whether the project can repay the proposed term loan with a margin of safety.
Yes. We prepare the CMA data and working capital assessment for cash credit, bank guarantee and other limits, for new units and for enhancement of existing limits, and coordinate the proposal with the lender.
CGTMSE is the Credit Guarantee Fund Trust for Micro and Small Enterprises. It provides guarantee cover to lenders on eligible credit facilities so that the lender can extend credit without third-party collateral, subject to the scheme's limits and the lender's own appraisal. It does not guarantee that a loan will be sanctioned; the lender still assesses the borrower and the project.
Warehouses, cold storages and other logistics facilities in Chhattisgarh are addressed by the State Logistics Policy 2025, which has its own definitions of eligible investment and its own incentive heads. Agro-processing storage may also be eligible for central support under the Agriculture Infrastructure Fund. Eligibility depends on the facility type, size, location and compliance with the policy's conditions.
Consent to Establish (CTE) is the consent an industrial unit obtains from the State Pollution Control Board, in Chhattisgarh the Chhattisgarh Environment Conservation Board (CECB), before establishing the unit, under the Water and Air Acts, where the activity falls within the categories that require it.
Consent to Operate (CTO) is the consent obtained before the unit starts operating, confirming that the pollution control measures described at the CTE stage are in place. It is issued for a period and renewed, and the conditions attached to it must be complied with during operation.
No. The requirement depends on the unit's category (white, green, orange or red) under the pollution potential classification, its capacity and the current rules. Some white-category activities only need an intimation or are exempt. The classification is checked for the specific activity and scale before advising.
Yes. We help determine whether the establishment falls under the factory licensing framework, prepare the application and supporting documents, coordinate with the relevant authority and handle renewals and queries. The thresholds and procedure are confirmed for the specific establishment before advising.
The Chhattisgarh Environment Conservation Board (CECB) issues Consent to Establish and Consent to Operate for the state. Environmental clearance for projects that require it is a separate process under the central environment ministry or the state-level authority, depending on the project category.
Depending on the project: industrial land allotment and lease documentation, building plan approval, fire safety approval, electricity connection and electrical inspector clearance, water or groundwater permission, boiler registration, weights and measures, food licensing for food units, and sector-specific licences. We list the applicable ones for the specific unit rather than assuming a universal set.
Yes. We review pending claims, identify documentation gaps, prepare corrections and representations, respond to departmental queries and, where a claim has been rejected, assess the grounds and prepare the appeal.
Send the basics through the project assessment form or on WhatsApp: district, activity, new or expansion, approximate investment and current stage. We come back with clarifying questions, an outline of the applicable incentives and approvals, and a proposed scope.
