Approvals and permissions
Industrial Approvals and Permissions
Identification and coordination of the registrations, approvals and permissions a specific unit needs before construction, installation and production, assessed individually rather than from a universal list.
No two units need the same set of permissions. A rice mill, a rolling mill, a cold storage and a resort each touch a different set of departments, and within a sector the requirements change with capacity, location and process. The useful service is not a generic checklist but a project-specific one: which permissions apply, in what order, from which authority, and before which milestone.
We prepare that list at the start of the engagement and then coordinate the applications alongside the finance and incentive work, so that the bank's disbursement conditions, the construction schedule and the production date are not held up by a permission nobody had listed.
Problems this service addresses
- A permission discovered late, after the bank has asked for it as a disbursement condition.
- Applications filed in the wrong order, so one is returned pending another.
- Inconsistent figures (capacity, power load, investment) across applications to different departments.
- Nobody tracking which approvals have conditions attached and when they expire.
- Sector-specific licences missed because the unit was treated as generic manufacturing.
Scope of assistance
- Project-specific permission map: what applies, from whom, before which milestone
- Industrial land allotment and lease documentation with DIC or CSIDC
- Building plan approval and occupancy-related permissions
- Fire safety approval where applicable
- Electricity connection, load sanction and electrical inspector clearance
- Water supply and groundwater permission where applicable
- Environmental clearance where the project category requires it
- Boiler registration and other equipment-specific permissions
- Food licensing, drug licensing and other sector-specific registrations
- Weights and measures, legal metrology and packaging registrations where relevant
- Single-window system applications
- Tracking of conditions, validity and renewals
Typical clients
- Promoters at the land or planning stage who want a complete picture before committing
- Units whose bank has listed approvals as disbursement conditions
- Operating units regularising permissions before expansion or a subsidy claim
- Sector projects with licensing layers beyond general manufacturing
Eligibility and assessment factors
- Activity, process and capacity.
- Location: industrial area, private land, proximity to sensitive zones.
- Utilities: power load, water source, fuel.
- Equipment: boilers, pressure vessels, lifts, hazardous storage.
- Sector-specific regulators for food, drugs, medical devices, hospitality and others.
- Thresholds that trigger environmental clearance or hazardous process classification.
Documents and information usually required
- Project outline and DPR
- Land documents or allotment letter
- Building plans and layout
- Machinery list and utility requirements
- Entity documents and authorised signatories
- Approvals already obtained and their conditions
How the work proceeds
Permission map
The applicable approvals listed with authority, prerequisite, typical documents and the milestone each must precede.
Sequencing
Applications ordered so prerequisites are in hand; figures standardised across all of them.
Applications
Filed and tracked; queries answered from the common file.
Conditions register
Conditions, validity periods and renewal dates recorded and handed over.
Common documentation issues we see
- Capacity stated differently to the Board, the bank and the DTIC.
- Building plan approval sought after construction.
- Load sanction smaller than the connected load in the machinery list.
- Approval conditions not read and therefore not complied with.
Frequently asked questions
Can you give me a standard list of approvals for a factory?
We can give the categories, but the useful list is project-specific. The categories on this page are potential requirements to be assessed individually, not a universal mandate.
Do you use the Chhattisgarh single-window system?
Yes, where an application is routed through it. Some approvals remain with the individual department.
Can approvals be obtained after production starts?
Some can be regularised; others, such as Consent to Establish and in-principle approval, are expected before the milestone and starting without them has consequences for compliance and incentives.
