Industrial subsidy advisory
Chhattisgarh Industrial Subsidy Advisory
Eligibility assessment, incentive estimation, policy classification, in-principle approval, production certification, claims, corrections and appeals under the Industrial Development Policy 2024-30 and the State Logistics Policy 2025.
Chhattisgarh's industrial policy offers a set of incentives to new and expanding units: a Fixed Capital Investment subsidy or, as an alternative, Net SGST reimbursement; interest subsidy; stamp duty and electricity duty exemptions; and sector- and category-specific additions. Which of these a given unit can actually claim, at what rate, for how long and subject to what conditions, depends on a classification exercise that has to be done correctly before the unit commits to land and machinery.
Our subsidy advisory does that classification first, puts the result in writing, and then carries the project through registration, in-principle approval, production certification and the claim. Where a claim has already been filed and is stuck or rejected, we review the file and prepare the correction, representation or appeal.
Problems this service addresses
- Promoters commit capital without knowing which incentive heads apply, or whether the activity is excluded in that block.
- The FCI versus Net SGST election is made without a year-wise comparison, and it cannot be reversed.
- Registration or in-principle approval is sought after production has started, narrowing or losing the incentive.
- Investment is not evidenced in the form the department accepts, so the eligible fixed capital investment is cut at claim stage.
- Employment, domicile and other conditions are not tracked from day one, so the claim cannot prove compliance.
- Claims are rejected for curable documentation gaps and nobody prepares the appeal within time.
Scope of assistance
- Preliminary eligibility assessment and policy route (IDP 2024-30 or Logistics Policy 2025)
- Industrial policy and block-group classification, with written DTIC confirmation recommended for the site
- Unit type: new, expansion, diversification or modernisation
- Size classification by the policy's plant and machinery thresholds
- Sector category: Thrust, General, Core or Service, including minimum investment conditions
- Special categories and uplifts where the promoter qualifies
- FCI versus Net SGST route comparison, year-wise
- Interest subsidy, stamp duty, electricity duty and other potentially applicable heads
- DTIC registration and in-principle approval
- Pre-production conditions and timeline planning
- Production certification
- Claim preparation and filing
- Claim corrections, representations and appeals to the Directorate
- Documentation and departmental follow-up
Typical clients
- New manufacturing units in any district of Chhattisgarh
- Existing units planning expansion, diversification or modernisation
- Agro-processing, food, steel, plastics and building-material manufacturers
- Warehouse, cold storage and logistics facility developers
- Eligible service enterprises under the policy's service annexure
- Units with a pending, queried or rejected subsidy claim
Eligibility and assessment factors
- The activity against the policy's exclusion list, including activities excluded only in certain block groups (for example certain milling and crushing activities).
- The block group (Group-1, 2 or 3) of the specific site, confirmed in writing rather than assumed from district-level summaries.
- Investment in plant and machinery, net of GST, against the policy's own size thresholds (which differ from the Udyam limits).
- Whether the product qualifies for Thrust-sector treatment and meets the minimum investment for that product.
- Unit type conditions for expansion or diversification (additional investment, capacity and employment tests).
- Local employment conditions and other continuing obligations.
- Dates: registration, in-principle approval, loan sanction, commercial production and the claim window.
Documents and information usually required
- Project outline: product, process, capacity, site, project cost split into land, building and plant
- Land documents or allotment letter and the block of the site
- Entity constitution documents and promoter details
- Quotations and invoices for plant and machinery
- Term loan sanction letter and repayment schedule, if any
- Udyam and GST registrations
- Projected financials or the DPR
- For existing units: last three years' audited accounts and production data
- For pending claims: the application, acknowledgements, queries and any rejection order
How the work proceeds
Eligibility note
A written first-cut note setting out the route, classification, applicable heads, indicative amounts and the conditions and dates that must be met.
Route election and planning
Year-wise FCI versus Net SGST comparison where relevant; alignment of the entity, land and production timeline with the conditions.
Registration and in-principle approval
DTIC registration and the in-principle application with supporting documents, filed before the milestone the policy requires.
Compliance tracking
Investment evidence, employment records and other conditions tracked through implementation so the claim can prove them.
Production certification and claim
Commercial production evidenced and certified as prescribed; the claim assembled, filed and followed up.
Corrections and appeals
Responses to departmental queries, corrections, representations and appeals prepared from the file within the prescribed time.
Common documentation issues we see
- Block group taken from a district-level summary instead of the notified block list, leading to the wrong slab.
- Plant and machinery valued inclusive of GST or including ineligible items, inflating the estimate.
- A mixed-product unit assessed on its best product rather than the lower category the policy applies.
- In-principle approval sought after commercial production had already started.
- Investment paid in cash or without bank trail, which the department will not count.
- Chartered engineer and chartered accountant certificates not in the prescribed format or not matching the invoices.
Frequently asked questions
Can the FCI subsidy and Net SGST reimbursement be claimed together?
No. Under IDP 2024-30 they are alternatives. The unit elects one route by affidavit and the election is not reversible, which is why we prepare the comparison before any commitment.
Is a rice mill eligible?
It depends on the block. Certain milling and related activities are excluded in some block groups under the policy's annexure. The site's block is checked first, before any other analysis.
How long does a claim take?
Timelines depend on the department's processing and the completeness of the file. We cannot promise a date; we can make sure the file does not add to the delay.
Can you help if my claim was rejected?
Yes. We review the rejection grounds against the policy and the file, and where there are grounds, prepare the appeal or representation within the prescribed period.
Do you guarantee the subsidy?
No. Eligibility and sanction are decisions of the department under the policy. We assess, document, file and follow up, and we state the conditions and risks in writing.
