Hotels and Resorts
Service-sector projects where the policy category, the minimum investment and the tourism conditions must be confirmed in writing before any incentive is relied on.
Hotels, resorts, wedding and banquet venues and eco-tourism properties near Raipur, Durg, Bhilai and the state's forest and waterfall destinations are financed much like any other project, but their incentive position is less settled. Hospitality is addressed through the service-sector provisions of IDP 2024-30 and the state's tourism framework, with category and minimum-investment conditions, and the treatment of some heads for tourism units is not free of ambiguity.
Our practice is to classify the project, set out the heads that may apply, and obtain written DTIC confirmation on the tourism-specific points before the promoter commits on the strength of an incentive. The finance, land and approvals work proceeds in parallel.
Project finance considerations
- Term loan for land development, building, interiors and equipment, with the DPR built on room inventory, occupancy ramp, average rate and F&B and banquet contribution.
- Working capital is usually modest; seasonality and event income drive the cash flow.
- Promoter contribution is often land; valuation and title are examined closely.
- Lease structures where the land is held by a family member or a separate entity need careful documentation for both the bank and the policy.
Government incentive considerations
- Service-sector classification under the policy's annexure with its minimum investment and category conditions.
- Treatment of FCI subsidy and interest subsidy for tourism-category units confirmed in writing with DTIC before reliance.
- Stamp duty and electricity duty heads where applicable.
- Special-category uplifts where the promoters qualify.
- State tourism policy provisions assessed alongside.
Incentive eligibility depends on the activity, block location, investment, unit type (new, expansion, diversification or modernisation), dates and the policy's exclusion list. Not every incentive applies to every project, and the FCI subsidy and Net SGST reimbursement routes under IDP 2024-30 are alternatives, not a combination.
Documentation we typically prepare
- DPR with room inventory, occupancy, rate and F&B assumptions
- CMA data where limits are sought
- Land papers, lease deed review and title documents
- Building plan and architect estimates
- Entity documents and registrations
- Tourism department registration documents
Regulatory and approval considerations
- Building plan approval and occupancy certificate.
- Fire safety approval, which is demanding for hospitality.
- Consent from CECB for sewage, kitchen emissions and generator use.
- Tourism department registration and classification.
- FSSAI licence for food service and bar licence where applicable.
- Shops and establishment registration, lift and electrical inspector clearances, groundwater permission where applicable.
Where projects in this sector commonly lose time
- An incentive assumed on a tourism unit without written confirmation of the applicable heads.
- Land lease deed terms that undermine both the bank's security and the policy's investment definition.
- Fire approval treated as a formality and discovered to require design changes.
- Minimum investment for the service category not met after cost cuts.
Frequently asked questions
Are hotels eligible for FCI subsidy in Chhattisgarh?
Hospitality is addressed through the service-sector and tourism provisions, with category and minimum-investment conditions, and the treatment of some heads for tourism units needs written confirmation from DTIC. We obtain it before the promoter relies on an estimate.
Can the land be leased from a family member?
It can, but the lease has to work for the bank's security, the policy's definition of investment and the tax position. We review the deed before execution.
What approvals does a resort need?
Building, fire, pollution consent, tourism registration, food licensing and several utility clearances; the list is prepared for the specific project.
