Building Materials
Bricks, blocks, cement products, ready-mix concrete, tiles and stone products raise land, raw-material sourcing and consent questions alongside the finance.
Fly-ash brick and paver units near the state's power plants, AAC block plants, cement pipe and pole manufacturers, ready-mix concrete, tiles, stone processing and allied products supply the construction activity across Chhattisgarh. The projects range from small units financed under PMEGP to medium plants with significant machinery.
Raw material sourcing is a defining feature: fly-ash supply agreements with power plants, mining leases or purchase arrangements for aggregates and stone, and cement procurement. Lenders want these arrangements evidenced, and the consent category depends on the process, dust and water use. Stone crushers in particular are excluded from state incentives in certain block groups, so the block check comes first.
Project finance considerations
- Term loan for presses, autoclaves, batching plants or processing lines, with the DPR built on realistic capacity, raw material cost and local demand.
- Working capital for raw material and receivables from builders and contractors.
- PMEGP margin money for eligible new micro units.
- Equipment finance for transit mixers and handling equipment.
- Expansion finance reconciled to existing performance.
Government incentive considerations
- Block-wise exclusion check first; stone crushing and certain related activities are excluded in some block groups.
- Classification by unit type, size and product; some green building materials may be Thrust-sector with minimum investment.
- FCI subsidy on eligible plant investment; interest subsidy within the annual ceiling.
- Electricity duty exemption where applicable.
- Fly-ash utilisation and related environmental provisions may support the project's case.
Incentive eligibility depends on the activity, block location, investment, unit type (new, expansion, diversification or modernisation), dates and the policy's exclusion list. Not every incentive applies to every project, and the FCI subsidy and Net SGST reimbursement routes under IDP 2024-30 are alternatives, not a combination.
Documentation we typically prepare
- DPR with raw material sourcing agreements, capacity and demand assumptions
- CMA data for working capital
- Fly-ash supply agreement or mining and purchase arrangements
- Machinery quotations and layout
- Land papers and block confirmation
- Entity documents and registrations
- Investment certification at claim stage
Regulatory and approval considerations
- Consent to Establish and Consent to Operate from CECB, with dust control and water management specified.
- Mining lease or permits for quarrying and aggregates where applicable, and transport permits.
- Factory licence where thresholds are met.
- Boiler registration for autoclaves.
- BIS certification for products where mandatory.
- Electricity load sanction and electrical inspector clearance.
Where projects in this sector commonly lose time
- Site in a block where the activity is excluded.
- Fly-ash or aggregate supply assumed without an agreement the bank will accept.
- Dust and water management in the consent application not matched by the layout.
- BIS certification timeline not built into the production date.
Frequently asked questions
Are fly-ash brick units eligible for subsidy?
Fly-ash bricks and blocks are assessed on the usual classification by block, unit type, size and product; the block's exclusion list is checked first. Eligibility is project-specific.
Is a stone crusher eligible?
Stone crushing is excluded in certain block groups under the policy. The site's block decides.
Does a ready-mix plant need pollution consent?
Batching plants require consent from CECB with dust and water management measures; the category depends on capacity and location.
