Pollution Control Approvals
Pollution Control Approvals for Industrial Units in Chhattisgarh
Who issues what, when it is needed and how the category is determined.
Industrial units in the applicable categories need Consent to Establish before being set up and Consent to Operate before operating, under the Water and Air Acts. In Chhattisgarh the authority is the Chhattisgarh Environment Conservation Board. Larger or more sensitive projects may also need environmental clearance, which is a separate process.
Categories
Activities are classified as white, green, orange or red by pollution potential, with capacity thresholds within the categories. The category determines whether consent is needed, the fee, the documentation and the stringency of conditions. Some white-category activities need only an intimation.
Timing
Consent to Establish is needed before construction and installation; banks often require it before disbursement. Consent to Operate is needed before trial or commercial operations and is granted for a period, after which it is renewed. Operating without a valid consent is a compliance breach with consequences for the unit and its promoters.
The application
It describes the process, raw materials, products, water use and effluent, fuel and emissions, and waste streams, with the treatment and control measures proposed. The layout has to show where the treatment and storage facilities are. Figures must be consistent with the DPR and the other applications the unit has made.
After grant
Consents carry conditions: monitoring, returns, equipment operation. A compliance calendar is the practical way to stay within them and to renew on time.
