Project Finance
Project Finance and Subsidy Planning for Manufacturing Expansion
How an expansion is defined, financed and documented so the bank and the policy both recognise it.
An expansion looks simple: add a line, a shed, a machine. For the bank it is a project to be appraised against the unit's history. For the state policy it is a defined unit type with tests that decide whether it earns incentives at all.
The policy definition
Under IDP 2024-30, an expansion has to add a prescribed proportion of plant and machinery investment, capacity and employment. A diversification into a new product has its own tests. An upgrade that does not meet them may be a modernisation with different treatment, or may earn nothing. Classify first.
Financing against history
The lender will reconcile the DPR to audited accounts and existing limits. The projections have to show the existing business and the expansion separately, with the combined cash flows servicing both the existing and the new debt. Working capital for the expanded operation is assessed afresh.
Sequencing
Registration of the expansion with DTIC and in-principle approval, where applicable, before the expansion's commercial production; consent amendment from CECB for the increased capacity; factory licence amendment; power load enhancement. These should be on the same timeline as the bank's disbursement.
Evidence
Investment in the expansion must be separable in the records from maintenance and replacement spending on the existing unit. Keeping it separate from the first invoice is what makes the claim provable later.
