Subsidy Claims and Documentation
What Manufacturers Should Check Before Commencing Production
Starting production is a date the policy and the regulators treat as a milestone. Here is what should be in place before it.
The commercial production date is not just an operational milestone. It starts the clock for incentive periods and claim windows, and several approvals are expected to be in hand before it. A unit that starts first and organises later can lose incentives and create compliance exposure it then has to regularise.
Registrations and approvals the policy expects first
DTIC registration and, where applicable, in-principle approval under IDP 2024-30 are expected before commercial production. Udyam and GST registrations are prerequisites for most of what follows. Where the activity requires it, Consent to Establish from CECB should have been obtained before the unit was set up, and Consent to Operate before it operates.
Licences tied to the premises
The factory licence, where the establishment meets the thresholds, is needed before operations. Boiler registration, electrical inspector clearance and fire approval attach to specific equipment and buildings. Sector licences, such as FSSAI for food, apply from the first batch.
Records the claim will need
Investment evidence with bank trail, invoices matching the chartered engineer's certificate, employment records showing domicile proportions, and a documented commercial production date. None of these can be reconstructed convincingly later.
A practical rule
Before the first dispatch, list every approval the project needed, mark each as obtained, applied or pending, and read the conditions attached to each one. Where something is pending, know the consequence of starting without it. That conversation is better had with an advisor two months before production than with a department two years after.
