Chhattisgarh Industrial Subsidies
How to Assess Industrial Subsidy Eligibility in Chhattisgarh
The six checks that decide whether a unit qualifies under IDP 2024-30, in the order they should be run.
Promoters usually ask one question: how much subsidy will I get? The honest answer starts with a different question: is this unit eligible at all, and under which policy? The amount is the last thing to compute, not the first. The sequence below is the one we run for every file.
1. The exclusion list
The policy's annexure lists activities that are not eligible, and activities that are not eligible in particular block groups. Certain milling, parboiling, crushing and similar activities fall in the second group. If the activity is excluded at the site, nothing else matters, so this is checked first.
2. The policy route
Manufacturing and most services fall under IDP 2024-30. Warehouses, cold storages, logistics parks and hubs fall under the Logistics Policy 2025, with different definitions of eligible investment. Picking the wrong route produces an estimate that is simply wrong.
3. Unit type
New unit, expansion, diversification or modernisation each has a definition with tests. An expansion has to add a prescribed proportion of plant investment, capacity and employment. A unit that does not meet the tests is not an expansion for the policy's purposes, whatever the promoter calls it.
4. Size and sector
Size is by investment in plant and machinery under the policy's own thresholds, which differ from the Udyam limits. Sector is Thrust, General, Core or Service, and Thrust status needs the product-specific minimum investment. A unit making both Thrust and General products takes the General terms.
5. Block group
Every block is assigned to Group-1, 2 or 3. Summaries circulating in the market contain errors for some blocks, so we check the notified list and recommend written DTIC confirmation for the specific site before land is bought.
6. Special categories and conditions
Women-entrepreneur, SC/ST and other categories carry ownership and workforce tests. Local employment conditions apply to every unit. Only after all six checks does the incentive estimate mean anything.
